Who is a solar power plant project for?

For an investor who has or is seeking suitable land and equity, aiming to generate and sell electricity within the authorised framework. A plant selling to the grid and a system designed to reduce a factory's bill are different projects.

For your factory, start with a business self-consumption study. For electricity sales, we examine land rights, grid capacity and access to the authorisation scheme.

What budget should I plan for a 1 MWc plant?

Tunisie PV's indicative commercial dossier presents a budget of 2 to 2,2 million dinars for a configuration close to 1 MWc. The project quote must specify whether amounts include tax, the equipment, connection and any additional items before a final investment amount is adopted.

Item to reviewWhat the study specifies
LandUsage rights, layout, access, terrain and easements.
Equipment and worksPanels, inverters, mounting structures, cabling, protection and civil works.
ConnectionSTEG study, substation, connection link and scope of works.
OperationMaintenance, cleaning, insurance, surveillance, management and replacements.
Financing and taxationEquity, debt, fees, payment schedule and tax treatment.

At what tariff can electricity be sold?

The order of 9 October 2024 sets a tariff of 217 millimes/kWh excluding tax, or 0,217 DT/kWh, for authorised photovoltaic projects with installed capacity of no more than 1 MW. Application depends on the project's scheme, authorisation and contract. The same text regulates combination with subsidies under the investment law. How do you assess the profitability of 1 MWc?

The first step is to calculate the energy that can actually be delivered to the grid. Location, tilt, shading, temperature, losses and equipment availability determine generation. Fixed and tracking configurations have different budgets and constraints.

Estimated revenue equals delivered energy multiplied by the contractual tariff. Cash flow then accounts for expenses, replacements, taxation and financing. The study distinguishes simple payback, discounted project value and return on equity.

Calculation example, not a forecast for your plant: 1,8 million kWh delivered at 0,217 DT/kWh represents 390 600 DT in annual revenue excluding tax and before expenses. Available income then depends on the selected investment and operating plan.

Prepare the land and financing

To start the study, prepare the land's location and area, title or usage rights, available connection information, your schedule and available equity. Study start-up fees are separate from the total equity required by the bank.

We can prepare the technical and economic presentation and the information needed for financing review. Conditions, guarantees and decisions are the responsibility of the relevant provider. See also solar financing solutions.

Your project, from pre-feasibility to operation

  1. Initial assessment: objective, land, connection and financial resources.
  2. Studies: layout, yield, grid application and detailed budget.
  3. Permits and financing: preparing applications and checking conditions.
  4. Construction: equipment, works, checks and commissioning under the approvals obtained.
  5. Operation: generation monitoring and maintenance under the selected contract.

Framework and sources checked on 30 October 2026. Final specifications and conditions are established for your project.
